Child Pornography Trafficking Charges for Four East Central Illinois Men

Four men have been charges in separate unrelated cases with trafficking child pornography. A federal grand jury this week returned indictments that charged the four men. Two registered sex offenders are part of the defendants. The four Illinois men charged are:

  • 39-year old Christopher L. Bailey of the 500 block of Center St., Decatur, Illinois is a registered sex offender. He is charged with distribution (two counts) and possession (one count) of child pornography.
  • 27-year old Tyler D. Jeffrey of the 2100 block of Roosevelt Ave., Decatur, Illinois is a registered sex offender. He is charged with one count of transportation of child pornography.
  • 25-year old William K. Armstrong of the 1100 block of Falcon Dr., Rantoul, Ill. Armstrong is charged with one count each of transportation and possession of child pornography. He was previously arrested and charged on June 12, 2020, by criminal complaint. Armstrong possessed approximately 30 video files of minors, including toddler-aged children and prepubescent minors, engaged in sexual activity with others, the complaint alleged.
  • 55-year old Dwayne White of the 1300 block of Briarcliffe Dr., Rantoul, Ill. White is indicted on two counts of distribution and one count of possession of child pornography. He was arrested and charged in a criminal complaint on June 19, 2020. The complaint alleged that White possessed images of prepubescent minors, aged seven to 10-years old.

U.S. Marshals Service are keeping custody of the defendants. Initially, Macon County State’s Attorney charged both Bailey and Jeffrey. They made their respective initial appearances on July 9, before U.S. Magistrate Eric I. Long. In the case prosecutions, Assistant U.S. Attorney Elly M. Peirson is representing the government.
